Springtime on Crocus Hill Saint Paul, Minnesota Pen and Ink - 2010 Saint Paul is known as the ‘City of Neighborhoods’. The Crocus Hill neighborhood, one mile west of downtown, is one of the city’s most stately. Its southern edge is along a high bluff overlooking the West Seventh neighborhood below and Mississippi River valley beyond, while its northern edge follow’s famed summit Avenue. The scene here is along Crocus Hill Avenue, near Dale Street. Each spring, particular lawns in this area become a carpet of lovely blue and purple crocus’.
