Ramsey County Court House - Saint Paul City Hall

Saint Paul, Minnesota - Pen and Ink - 2008

Located downtown at 15 Kellogg Boulevard West on a site overlooking the Mississippi River valley, this art deco edifice serves as the center of government for both Ramsey County and Minnesota’s capital city, Saint Paul. It was constructed during the Great Depression era of high unemployment and falling prices. For this reason, the $4,000,000 budgeted for the building before the great recession hit allowed the quality of materials and craftsmanship to be much higher than initially envisioned. The exterior, an Art Deco style known as American Perpendicular, is sheathed in smooth-faced Indiana limestone. Inside its first-floor doors is Memorial Hall. Its white marble floor contrasts with three-story black marble columns which lead to a mirrored ceiling. At the end of the remarkable hall is the 38-foot-tall white onyx American Indian sculpture Vision of Peace.
